Le ministre a reçu le vice-ministre des Affaires étrangères Zhang Zhijun le 8 février 2012. Comme à l'accoutumée, l'accent a été mis sur le renforcement et l'élargissement des relations sino-belges dans la sphère économique et commerciale. Vous avez également déclaré avoir abordé avec votre homologue chinois des sujets sensibles tels que la Syrie et le dossier nucléaire iranien. Je souhaiterais en savoir un peu plus sur l'inscription à l'ordre du jour de cette rencontre de sujets concernant les droits de l'homme et la démocratie en Chine. Par le passé, vous aviez déclaré devant cette commission qu'au départ, la Chine se montrait réticente à évoquer des problèmes internes. Le fait que le gouvernement fédéral interroge ses homologues chinois à ce sujet à chaque occasion mérite notre estime. Le sommet semestriel UE-Chine s'est tenu à Beijing le 14 février. Un nouveau dialogue sur les droits de l'homme était cette fois aussi inscrit au programme. À cette occasion. L'UE entendait aborder lors de cette rencontre des sujets tels que les droits des minorités, l'État de droit, la situation des militants des droits de l'homme, la liberté d'expression, la ratification de la convention internationale des droits civils et politiques et la rééducation par le travail. La Chine et l'UE ont ainsi souligné l'importance de la promotion et de la défense des droits de l'homme et de l'État de droit. Les deux parties entendent renforcer le dialogue sur le plan de la coopération en matière de droits de l'homme, sur la base de l'égalité et du respect mutuel. Enfin, les deux parties ont confirmé leur engagement de coopérer dans le cadre des Nations Unies sur le plan des droits de l'homme (Both sides emphasized the importance of promotion and protection of human rights and the rule of law. Both sides looked forward to the strengthening of the EU-China dialogue and cooperation on human rights based on equality and mutual respect and expressed their readiness to work together for constant progress on the ground. Mes questions au ministre concernent : 1) sa rencontre avec le vice-ministre chinois des Affaires étrangères Zhang Zhijun : a) Sur quoi a porté la discussion sur les droits de l'homme : la militarisation de Xinjiang, les immolations par le feu, l'oppression religieuse et culturelle au Tibet, les poursuites intentées par le Falun Gong, les camps de rééducation ? Pouvez-vous présenter un rapport général au sujet de la position chinoise ? Combien de temps a duré la discussion en la matière ? Avez-vous perçu une évolution de la position chinoise ? b) Concernant la Syrie, comment évaluez-vous la discussion et la position de Beijing ? Le vice-ministre Zhijun a-t-il donné l'impression que sa position au Conseil de sécurité des Nations Unies était inconditionnelle, ou bien qu'il travaillait activement à des solutions diplomatiques alternatives ? 2) le sommet UE-Chine du 14 février à Beijing, et le dialogue entre l'UE et la Chine sur les droits de l'homme : a) Sur quoi a porté la discussion sur les droits de l'homme : la militarisation de Xinjiang, les immolations par le feu, l'oppression religieuse et culturelle au Tibet, les poursuites intentées par le Falun Gong, les camps de rééducation ? Pouvez-vous présenter un rapport général au sujet de la position chinoise ? Combien de temps a duré la discussion en la matière ? Avez-vous perçu une évolution de la position chinoise ? b) Concernant les tensions au Tibet : pensez-vous que la poursuite des projets de développement de la Chine au Tibet peut enrayer le malaise social ? L'intervention chinoise de troupes de sécurité a-t-elle également été abordée et condamnée ?(In addition, Premier Wen also answered questions concerning Tibet. Wen said that Tibet is an inalienable part of China. Tibetan fellows are a member of the great family of the Chinese nation and they are brothers of the Chinese nation. The Chinese government has long been committed to the economic and social development of Tibet and continues to increase efforts to support the development of Tibet. China has identified new development plans for Tibet with the main goal of enhancing and improving the lives of farmers and herdsmen in Tibet. Tibet practices regional autonomy by ethnic groups. The government attaches importance to protecting the ecological environment and traditional culture of Tibet. The government respects and protects the freedom of religious belief of the Tibetan people. Any attempt to incite a small number of monks to take drastic action to undermine the stability of Tibet is not conducive to the development of the Tibetan region, is not consistent with the interests of the Tibetan people, and is not popular among the people.) c) Comment voyez-vous évoluer l'engagement de la Chine en matière de coopération internationale sur le plan des droits de l'homme ? d) Le chapitre consacré aux droits de l'homme dans la déclaration commune de l'UE et de la Chine satisfait-il aux préoccupations de l'UE et de la Belgique, ou bien ne condamne-t-il pas assez fermement la politique chinoise ? La déclaration incitera-t-elle réellement la Chine à revoir sa politique interne, dans le sens des déclarations sans cesse réitérées par l'UE ? e) Quand le prochain dialogue sur les droits de l'homme entre l'UE et la Chine se tiendra-t-il ? |
De geachte minister ontving op 8 februari 2012 de Chinese vice-minister van Buitenlandse Zaken Zhang Zhijun. Zoals gebruikelijk lag de nadruk van het gesprek op de versterking en verbreding van de Chinees-Belgische relaties in de economische en commerciële sfeer. Ook meldde U dat U met uw Chinese collega delicate onderwerpen zoals Syrië en het Iraans nucleair dossier hebt besproken. Graag ontving ik wat meer informatie over de agendering van onderwerpen met betrekking tot mensenrechten en democratie in China tijdens de ontmoeting. In deze commissie heeft U in het verleden al gemeld dat China aanvankelijk terughoudend was over interne problemen. Dat de federale regering bij elke gelegenheid de Chinese collega's over deze onderwerpen ondervraagt, verdient waardering. Op 14 februari vond te Beijing de zesmaandelijkse EU-China summit plaats. Deze keer stond er ook een nieuwe dialoog over de mensenrechten op het programma. De EU wou bij deze ontmoeting onderwerpen als rechten voor minderheden, de rechtsstaat, de situatie van mensenrechtenactivisten, de vrijheid van meningsuiting, de ratificatie van de internationale conventie van burgerlijke en politieke rechten en de heropvoeding door arbeid bespreken. Zo benadrukken China en de EU het belang en de promotie en bescherming van mensenrechten en de rechtsstaat. Beide partijen willen de dialoog met betrekking tot samenwerking op het vlak van mensenrechten versterken, op basis van gelijkheid en wederzijds respect. Tenslotte bevestigden beide partijen hun engagement om in de VN op het vlak van mensenrechten samen te werken (Both sides emphasized the importance of promotion and protection of human rights and the rule of law. Mijn vragen aan de minister betreffen : 1) zijn ontmoeting met de Chinese vice-minister van Buitenlandse Zaken Zhang Zhijun: a) Welke onderwerpen inzake mensenrechten kwamen aan bod: de militarisatie van Xinjiang, zelfverbrandingen, en religieuze en culturele onderdrukking in Tibet, de vervolging van de Falun Gong, de heropvoedingskampen? Kunt u een algemeen verslag geven over de Chinese positie? Hoelang werd dit onderwerp besproken? Merkt U een evolutie in de Chinese positie? b) Met betrekking tot Syrië: hoe evalueert U het gesprek en de positie van Beijing? Gaf vice-minister Zhijun de indruk dat China zijn standpunt in de VN-veiligheidsraad onvoorwaardelijk is, of dat het actief meewerkt aan alternatieve diplomatieke oplossingen? 2) de EU-China top van 14 februari te Beijing, en de EU-China mensenrechtendialoog: a) Welke onderwerpen inzake mensenrechten kwamen aan bod : de militarisatie van Xinjiang, zelfverbrandingen en religieuze en culturele onderdrukking in Tibet, de vervolging van de Falun Gong, de heropvoedingskampen? Kunt u een algemeen verslag geven over de Chinese positie? Hoelang werd dit onderwerp besproken? Merkt U een evolutie op in de Chinese positie? b) Met betrekking tot de spanning in Tibet: hoe ziet U dat de verdere ontwikkelingsplannen van China in Tibet de sociale malaise kunnen keren? Zal de verklaring China er werkelijk toe aanzetten om zijn intern beleid bij te sturen in de richting die de EU in haar verklaringen steeds herhaalt? e) Wanneer zal de volgende dialoog EU-China op het vlak van mensenrechten plaatsvinden? |
