En réponse à ma question écrite n ° 6-671 du 8 juin 2015, la secrétaire d'État à la Politique scientifique a indiqué que: « La Commission Coopération internationale (CIS) a également dressé l'inventaire d'une coopération internationale en Recherche & Innovation (R&I) impliquant toutes les entités du pays (gouvernement fédéral, Régions et Communautés). La réponse à la question écrite précitée ne fournissait aucune indication claire en ce qui concerne l'inventaire des mesures fédérales de soutien de la recherche, annoncé par la secrétaire d'État dans sa note de politique générale.

Tant les autorités fédérale que régionales sont responsables d'une partie de la politique scientifique. En d'autres termes, celle-ci est une responsabilité partagée de l'État fédéral, des Communautés et des Régions, comme le soulignent les diverses initiatives de coopération mises sur pied par ces entités et qui ont fait l'objet d'accords. Il s'agit donc incontestablement d'une matière transversale.

Je souhaite poser les questions suivantes à la secrétaire d'État :

1. J'aimerais que la secrétaire d'État me communique l'inventaire établi par la CIS (Commission Coopération internationale) en ce qui concerne la collaboration internationale impliquant toutes les entités belges (autorité fédérale, Régions et Communautés) en matière de Recherche & Innovation (R&I).

2. L'inventaire de toutes les mesures fédérales de soutien à la recherche, qui avait été annoncé, a-t-il entretemps été réalisé ?

a. Dans l'affirmative, la secrétaire d'État peut-elle me transmettre cet inventaire des mesures fédérales de soutien orientées sur la R&I, avec, une brève description de chaque mesure, et le cas échéant, des moyens financiers, logistiques ou autres libérés par l'autorité fédérale ou autres partenaires, ainsi que leur durée et les résultats enregistrés à ce jour, s'ils sont disponibles ?

b. Dans la négative, quand la secrétaire d'État prévoit-elle de terminer cet inventaire ? Où en est ce dossier ?

3. Dans sa réponse à ma question écrite n° 6-671 du 8 juin dernier, la secrétaire d'État s'est référée à la plateforme technologique transversale via le lien http://www.innovation.be, comme résultat d'un partenariat entre l'autorité fédérale et les entités fédérées. Lorsque l'on clique sur le site web, n'apparaît qu'un écran portant les mentions « Innovation in Belgium » et « Innovation », qui ne permet pas de poursuivre la consultation.

a. La plateforme technologique transversale numérique est-elle un site protégé, non accessible au public ? Le cas échéant, la secrétaire d'État est-elle disposée à à rendre cette plateforme technologique transversale numérique accessible au grand public ?

b. Selon la secrétaire d'État, la plateforme en question « permet, grâce à une variété d'indicateurs scientifiques et économiques, de tester les données R&I des Régions et Communautés par rapport au niveau belge et aux données des pays voisins et par rapport à la moyenne européenne. ». La secrétaire d'État peut-elle, nous transmettre, pour les indicateurs scientifiques et économiques disponibles, les résultats de cet exercice de comparaison et/ou nous faire savoir où ces résultats sont disponibles ?

La Belgique a également participé à des activités de programmation conjointes dans un contexte européen et à ERA-nets. Dans les tableaux ci-joints (voir annexes 1 et 2), vous trouverez une liste des activités soutenues par les différentes entités.

2) La Politique scientifique fédérale présente périodiquement un aperçu du paysage de la recherche et de l'innovation en Belgique. Ces rapports, diffusés sous le nom de BRISTI (Belgian Report on Science, Technology and Innovation), peuvent être téléchargés à partir du site web de Belspo. La dernière mise à jour de BRISTI date de 2010.

Ces rapports contiennent également une description du paysage institutionnel, actuellement en transformation Je me réfère aux changements imminents en Flandre (la fusion d’agences), ainsi qu’à l’autorité fédérale (où mes services préparent en ce moment une réforme approfondie du service public fédéral de programmation (SPP) Politique scientifique). Un nouveau rapport sera publié quand les restructurations mentionnées seront terminées.

3) L'accès au site www.innovationdata.be est ouvert au public. Si le visiteur est à la recherche de séries chronologiques concernant la recherche et l'innovation en Belgique, il est recommandé de consulter le site web de la Politique scientifique fédérale www.belspo.be. Toutes les données requises par Eurostat y sont disponibles depuis le début des années 90. Je tiens également à diriger les visiteurs vers les sites web d'Eurostat et de l'Organisation pour la coopération et le développement économique (OCDE) pour obtenir des d'informations permettant de comparer la Belgique avec d'autres pays.
