The rules of procedure of the Senate stipulate the internal rules for the functioning of the institution, its governing bodies and the conduct of its work. They also determine the speaking time of a senator.

The President presides over the plenary debates and ensures that the speaking time is respected. He can follow it via a small screen on his desk.
